FSCI, Celebrating it's 10th!
Ten years ago, FSCI pioneered the manufacture of flexible printed circuits (FPC) in the Philippines.
Determined to capture the growing FPC market, FSCI since then has been guided by its vision of becoming
the "world's leading manufacturer of flexible printed circuits" and its mission to "capture the flexible
printed circuits market by providing the highest quality, lowest cost and fastest delivery time, in order to
increase the value for its stakeholders."
Incorporated in March 1996, FSCI was registered with the Philippine Economic Zone Authority (PEZA) as a pioneer
economic zone enterprise in April 1996. Its plant at the Special Ecozone of the Light Indus¬try and Science
Park (LISP) in Cabuyao, Laguna, was inaugurated in July 1997.
Over the years, FSCI has received recognitions from its customers, industry and various sectors including
the Philippine Quality Award (PQA)-Recognition for Proficiency in Quality Management (Level II) in the 7th
cycle of the PQA (2004) for successfully implementing world-class business practices.
According to its President, Dan Lachica, the company’s competitive edge is its strong focus on quality,
innovation, productivity, and strong faith in God. Over the years, FSCI has laid down the foundation of
a strong work system. Adopting the four perspectives of the balanced scorecard (BSC), FSCI ensures focus
on creating value for all of its stakeholders.
Financial. Despite lower sales brought about by minimal growth of the FPC business, FSCI’s income
continued to rise. In 2002, its profit tripled in spite of the decline in sales. In, 2003 it again
doubled its profit with only 9% increase in sales and in 2004 recorded its highest profit which was
surpassed by another profit record in 2005.
Business Processes & Customer Focus. Apart from being certified to the Integrated Management System
(IMS), a trio of internationally recognized standards comprised of ISO 9001:2000 for Quality, ISO
14001:1996 for Environment, and OHSAS 18001:1999 for Health and Safety, the company has also adopted
the Six Sigma approach, a business discipline that enables companies to eliminate defects in its processes
using statistical methods. FSCI also uses extensively the 8-Discipline Approach to Problem-Solving to
determine the root cause of the problem and provide effective corrective measures. Customer complaint
data are captured and aggregated by the QA department and analyzed together with the Engineering and Production.
In its continued quest for excellence, FSCI started its journey into Lean Manufacturing, a data-driven
methodology for eliminating waste in all aspects of the operations. FSCI’s “Lean Six Sigma,” the integration
of Lean Principles with Six Sigma Approach, will accelerate FSCI’s journey toward its vision of becoming the
world's leading manufacturer of Flexible Printed Circuits.
FSCI also established Quality Improvement Teams (QIT). It is a small group of volunteer employees from the
same workplace or area who perform related types of work. They are a group of Manufacturing Operators, Team
Leaders, Line Leaders, and Technicians who regularly meet to brainstorm on an assigned project, form solutions
out of the chosen problem and monitor any improvement to the process line through Six Sigma’s
Define-Measure-Analyze-Improve-Control Approach. FSCI’s Quality Improvement Team (QIT) won Silver Award in the
Quality Circle Practitioners’ Association’s (QCPA) 25th Annual Quality Circles Regional Convention.
Savings generated from the projects of 21 QIT teams amounted to $236K.
FSCI also recognizes its corporate social responsibility to its community and its role in nation-building.
Daop Palad, the company’s center for social responsibility undertakings, is focused on improving the
following aspects of its community: health, education, livelihood and environment.
Learning & Growth. FSCI is also relentless in its pursuit of innovation, empowerment and agility.
TECHNEX (Technology Exchange Center), the company’s educational center, offers technical and vocational
courses for operators and master’s degree programs for engineers. In 1999, FSCI launched TECHNEX to support
its strategic move to upgrade the educational level of its workforce. When the company started its operation
in 1996, it hired high school graduate production operators. In 1999, when the decision to upgrade the
educational requirement for the production operators position to 2nd year college level or vocational course
graduate, the responsibility to provide equal career opportunity for growth to its current high school graduate
employees became a major concern. To address this, FSCI offered technical vocational courses in the factory.
TECHNEX produced nineteen (19) vocational graduates in its maiden run in 1999. Thirty-seven (37) employees
are currently enrolled for the 2005/06 school year for the Diploma in Information Technology.
In 2003, the tie-up with Mapua Institute of Technology to provide masteral courses in Engineering was established.
This is to address the concern of its professionals for higher education. The program which was spearheaded by
FSCI was also offered to other company-locators in the Science Park. Classes are held in either of the other
participating companies like Philips and Fastech. In addition to the four (4) FSCI enrollees, a total of 78
enrollees from LISP1 company-locators in Cabuyao, Laguna and LISP 2 company-locators in Calamba, Laguna enrolled.
FSCI also aligned its performance management to its business requirements to ensure attainment of the company’s
objectives. The individual goal and action plan support the organization’s BSC. The deployment of the BSC to
individual level, along with its integration with the organizational performance reviews has been described as
a best practice in the Philippine setting by business professors of Asian Institute of Management (AIM) and
Stanford University who benchmarked with the company and studied FSCI’s employee performance management system.
Effective communication and harmonious employer-employee relationships are also among the vital elements which
contributed to its successful 10-year business operation. In 2004, FSCI established its Employee Consultative
Council (ECC) to further promote employee involvement and cooperation at all levels.
In 2005, FSCI started its journey to Investors in People (IiP) and adopted the IiP framework as a people management
strategy to achieve its business objectives. The IiP is an international quality benchmark in human resource
management (HRM) that the British Government launched in 1991. FSCI has aligned its HRM practices with the
requirements of the IiP standards through a self-assessment conducted last Nov 2005. FSCI seeks to achieve IiP
certification by 2006.
FSCI is also conducting a voluntary self-assessment vis-à-vis the standards of Social Accountability (SA) 8000,
an international measure for labor standards, health, safety, among others. It is also currently assessing
the compliance of its suppliers and contractors.
FSCI likewise promotes a culture that values employee learning and continuous improvement based on Bible principles
through its Culture Building Programs. This culture has served as enabler of its business excellence and growth.
To achieve this, FSCI conducts the following programs and learning sessions: 1. Bible Study. The study of the
Word of God is open to all. From less than 10 participants when it started in April 2001, it now has approximately
400 attendees, 2. Living Values. FSCI conducts a scripture-based study of its seven (7) corporate values for all
of its employees. This company-wide program was started in September 2005. 3. Purpose-Driven Life. Based on
Rick Warren’s Purpose-Driven Life Book, this series provided understanding of the purpose of one’s life.
Since it started in July 2004, 3 batches of PDL series were already conducted with 50 graduates finishing
the course. (Duration: 6 Tuesdays, 2 hours/session.), 4. Leadership Series. FSCI’s President facilitates
a weekly scripture-based Leadership Series for local Executives and Managers.
This April, FSCI will hold various activities for its employees, partners and its key communities in
celebration of its 10th anniversary. Highlights of the month-long festivities include thanksgiving dinner
with its Board of Directors, Service Awards, Photo Exhibits, employee recreations as well as outreach projects.
It will also conduct an evening of praise and worship dubbed “Celebration of God’s Faithfulness” acknowledging
God as the enabler of its business excellence and growth and the source of its success and blessings.
